Recycled Organic Certification (ROC™) is a new certification program in the areas of food, textiles and personal care material composition. ROC™ certified farms and products meet the world's stringent standards for soil health, animal welfare and farm worker equity.
ROC™ uses the USDA NOP organic standard as a benchmark, and companies are also required to meet certification requirements for social responsibility and animal welfare.

Q: Who needs to be certified?
A: ROC is a comprehensive standard that applies to producers of agricultural products, including but not limited to factory or animal products used in food, textiles or personal care. Any company operating ROC products, regardless of size or geographic location, can join the certification program as long as it meets the eligibility requirements.
Individual farmers, growers' groups, farmers' cooperatives and production groups are eligible to apply for recycled organic certification. That is, ROC certification is required at the farm level.
Brands and retailers do not need to be certified. However, if the ROC declaration will be applied to product packaging or marketing materials, other criteria apply:
1) All brands, retailers and finished product distributors that require the ROC Declaration must submit the license agreement described in Section 4 of the Supply Chain Guide.
2) For a brand to have a gold grade ROC stamp on the finished product, at least one stage of the later production supply chain must also be ROC certified.
Processors and operators handling ROC claimed products must obtain USDA organic certification or an approved international equivalent certification. However, for ROC Gold level only, at least one stage in the post-production supply chain must also be ROC certified. Otherwise, processors do not need to be separately certified by the ROC.
Exempt Operations: Entities that meet the USDA NOP Rule exemption criteria. Exempt operations still need to comply with chain of custody requirements and ROC's supply chain guidelines, but do not need to apply to ROA for ROC's supply chain audit. Exempt operations include entities that do not handle unpackaged organic products. They include entities that store or transport packaged bulk or finished products, as well as wholesalers and retailers that sell packaged, organic product labels.
Some planting methods, such as soilless cultivation, hydroponics or container cultivation, where the crop has not entered the cultivated land, do not apply ROC standards.
Q: What are the ROC benchmark certification requirements?
A: All applicants must meet ROC minimum eligibility criteria:
1) Applicants must be certified organic or an approved USDA equivalent.
Note: In the final year of transition to organic status, field and livestock operators can apply for both ROC and USDA organic.
2) The applicant must obtain the required benchmark certification in social equity and animal welfare (where applicable). Please refer to the ROC website Resources page for a list of required benchmarks.
Note: Global North operators are not required to obtain additional social equity certification, but are audited directly against the social equity basis of the ROC framework.
